Lowry’s Boulevard gains developer for major complex

A long-planned Lowry town center now has a developer.

Kelmore Development Corp. will build the main mixed-use complex at Lowry’s Boulevard One, the Lowry Redevelopment Authority announced. It’s a deal Kelmore principal Bob Koontz found through Embrey Partners, another developer working at the site.

“We were looking for a place to do a mixed-use project together and we’ve been looking for some time,” Koontz said. “They heard about the RFP for these blocks and showed it to me, and I thought it was exactly what we’ve been looking at for a number of years.”

The site takes up about eight acres moving west from the corner of Quebec Street and Lowry Boulevard. Kelmore has a contract to buy the site – the price hasn’t been disclosed —  from the Lowry Redevelopment Authority, Koontz said, and the deal’s closing date will depend on when the project’s plans move through the public process.

Kelmore has zoning for up to 185,000 square feet of commercial space that could include retail, office and residential space. Buildings will be capped at five stories, except along First Avenue, where Kelmore will be limited to a 45-foot maximum height.

Koontz said zoning may not be the limiting factor on what Kelmore can build, and total development may come in a slightly less than the 185,000-square-foot cap.

“We’re also paying attention to the traffic studies and the limits for the overall Boulevard One development,” he said. “We’re staying within the square footage and height limits but we’re also staying within the traffic study limits.”

Koontz did not have an estimate of how much the project would cost to build, but said he hopes to start construction early next year.

He’s anticipating it will take eight to 12 months to plan the development and get approvals from both the Lowry Redevelopment Authority and the city. Then it’ll take about one year to build the town center.

MCG Architecture and Architecture Design Collaborative are designing the complex.

Boulevard One is a 70-acre patch of Lowry bounded by Monaco Parkway, First Avenue, Quebec Street and Bayaud Avenue. It’s the last major undeveloped plot at the former Lowry Air Force Base.

The Lowry Redevelopment Authority still owns the bulk of the site, though several home sites  already have been sold off to builders. Roads and parks already are under construction and single-family homes are coming out of the ground at Boulevard One.

Nashville-based Embrey Partners also has been selected to build a 350-unit apartment complex at Boulevard One, which will take shape across from Kelmore’s site.

The City Council rezoned both properties last year. The building heights and density proposed for the site drew concern from some nearby residents, but the council eventually approved it by a unanimous vote.

Kelmore Development’s resume boasts about 250 acres of commercial development in southeast Denver. Past projects include The Ridge at Centennial office complex, Page Digital Inc.’s headquarters in Arapahoe County, and Greenwood Retail Plaza at Arapahoe Road and Syracuse Way.
