New life is in the works for a former shopping center in Littleton.
Quarterra MultiFamily Communities is proposing to turn the former Columbine Square shopping center property at 5151 S. Federal Blvd., which is owned by Kairoi Investment Management, into a mixed-use site.
Kairoi purchased the nearly 15-acre center in 2017, according to Arapahoe County property records. Quarterra, formerly known as LMC, appears to be planning to buy the site once plans are approved.
Quarterra and Kairoi did not respond to multiple requests for comment.
The conceptual master plan to build seven new buildings on the now concrete slab was approved by Littleton’s planning commission two weeks ago. Senior city planner Teri Whitmore said the developer still needs to submit a formal site plan and hold a community meeting before construction can begin.
The shopping center, which used to hold businesses like a pool hall, a bakery and a pet groomer, was demolished over five years ago. Whitmore said it hadn’t been at full occupancy for a number of years.
The seven new buildings, which will be three and four stories, will have 390 residential units and 6,700 square feet of retail space, per the plans. According to Whitmore, 19 of the units will be income-restricted housing, some of the first available in Littleton.
Whitmore said, as of now, Quarterra is planning at least one stand-alone restaurant and ground-floor retail in the residential buildings. She said the mixed use project has been in the works since early 2023.
She said this is just the latest shopping center redevelopment in Littleton. Mixed-use projects at both the Aspen Grove mall off Santa Fe Drive and the former Lumen Tech site off Mineral Avenue are underway.
Meanwhile, adjacent to Columbine Square, the former O’Toole’s Garden Center property is getting redeveloped into a senior living facility by Gallery Development LLC.
“What I see as the trend is a very thoughtful approach to development and redevelopment that looks at clustering and incorporating both residences and commercial,” Whitmore said. “And recognizing the importance of not having large strip centers with huge seas of parking.”
Quarterra, which is owned by Lennar Corporation, lists eight apartment complexes in Colorado on its website. Kairoi, meanwhile, lists 13 in the Denver area. Kairoi recently purchased a Sunnyside apartment complex, and is behind a proposed apartment complex near Belmar Park that has received backlash from Lakewood residents.
