State seeks developer for 41 acres by Golden golf course

Colorado owns 41 acres next to the Fossil Trace Golf Club in Golden and wants to find someone to build housing on it.

The state’s Public-Private Partnership Collaboration Unit, or P3 Unit, sent out a request to developers last month seeking proposals on what could go on a patch of grass just east of Lookout Mountain. The U-shaped site is bounded on three sides by the golf course and, to the north, a juvenile jail. 

“I think the master plan that is to be used as a starting point for people that are submitting is about 300 to 400 units,” P3 Director Tom Kurek said. 

At least 80 units must be reserved for those making between 30% and 80% of the area median income. Kurek said he hasn’t ruled out for-sale housing. 

Engineering and planning firm Kimley-Horn drew up a plan to show developers what might fit on the site. Its drawings show a mix of single-family homes, duplexes and fourplexes, with a few larger buildings holding anywhere from five to 24 units. The northeast corner of the site shows a playground, community center and commercial use.

Developers have until 2 p.m. March 17 to submit proposals.

“We think it’s a really good opportunity — one of the largest sites left in Golden to develop,” Kurek said.

The site was previously home to a course of cyclocross, a type of bicycle racing where racers make multiple laps on a closed circuit filled with obstacles and varied terrain. Developers will have to construct new roads and infrastructure. 

This project is one of a handful the state’s P3 unit is working to redevelop. The state agency, launched in 2022, aims to spur the development of underutilized public land. The P3 office won’t provide construction financing but could assist with costs associated with design and permitting, Kurek said.

In the case of Golden, the state will lease the site to the developer for 99 years. It has a similar arrangement on a parking lot in Denver’s Cap Hill across from the Governor’s Mansion, where a local modular developer is planning to construct a new apartment building. The office has yet to facilitate a development from start to finish, but is working through projects from Durango to Lakewood.

“If it wasn’t for our office, this would be a prime spot for market-rate development,” Kurek said. “But with our office kind of setting out these guiding principles of attainable and affordable housing, it allows us to really push that, trying to make projects like this work.”
