Rezoning proposed for back-to-back dispensary, restaurant lots in RiNo

Two properties separated by an alley in RiNo are going through the rezoning process at the same time to allow for future redevelopment.

The rezoning applications for 3100 Blake St. and 3101-3131 Walnut St., which are under separate ownership, were submitted to the city in February and March, respectively.

Both seek C-MX-5 zoning, which generally allows for mixed-use projects up to five stories.

Denver’s Planning Board forwarded the Blake Street application last week, and will consider the Walnut Street one on May 17. The City Council will ultimately make the final decision.

The 0.29-acre 3100 Blake lot is currently home to a single-story industrial building, which dates to 1934 and is used by a dispensary. The current owner, who lists an office address in New Orleans, bought it in 2007 for $900,000, records show.

“It’s basically a property getting ready to list. The owner wants to sell,” said Steve Ferris of The Real Estate Garage, who is representing ownership in the application.

The 3101-3131 Walnut parcel is larger, at 0.79 acres, and has two structures on it. A three-story yellow building used by a massage studio and a yoga studio sits on the corner, while The Walnut Room restaurant operates in a brick building further up the block. In between is a parking lot.

John Burr, who opened The Walnut Room in 2005, is the sole owner of the property, according to records submitted to the city. He has owned it for at least 30 years.

Burr did not respond to requests for comment, but in a March letter to the city he wrote the rezoning was intended to “facilitate future mixed-use development” of the site.

Across 31st Street from the properties, Minneapolis-based Mortenson is preparing to construct an office building for itself. Across Walnut Street, developer Mike Mathieson is planning to redevelop a former salvage yard.
