Rezoning sought to build seven-story apartment complex in Overland

Rezoning has been requested for a site in Overland where a roughly 275-unit apartment complex has been proposed.

A Denver City Council committee on Tuesday forwarded the rezoning request for 235 W. Evans Ave. to the full council without comment or objection.

The roughly 1.9-acre parcel is currently zoned for industrial use, and home to a warehouse. The property is owned by 235 W Evans LLC, which purchased it for $6.15 million in March 2020. That entity is requesting a change to C-MX-8, which would allow mixed-use construction up to eight stories.

A development proposal submitted to the city last October calls for the construction of the seven-story apartment complex, with one- and two-bedroom units and 296 parking spaces on floors one and two. Hord Coplan Macht drew up the plans.

Andrew Davis, who last year launched Downing Street Commercial Partners with business partner Craig Bustos, is the registered agent for the ownership entity. He told BusinessDen Wednesday that Downing Street is partnering with Atlanta-based Gables Residential on the project.

A rendering shows the building named Gables Evans Station. Davis told BusinessDen that, pending the approval of the rezoning, he hopes to break ground in the fourth quarter of 2021 or early 2022.

A voluntary affordable housing agreement has been struck with the Department of Housing Stability, or HOST, promising 10 percent of units to be income-restricted, according to the Tuesday committee meeting.

Situated on the northwest corner of Evans and Bannock, the project would be across Bannock from a boxing gym and across Evans from a neighborhood of single-family homes.
